you could always divert to drain waste water after treatments.

ok so what if you removed water from a bore-hole dug in your garden ( i think the limit is a couple of thousand gallons a day) and then returned the water to the ground via a soak-away . that way is doesnt matter if your house is on a meter and lso the water should be at a stable temp all year round...

if you have not got an elec carving knife the either a jig-saw or a circular saw does the job. just mark the lines with a marker pen and chop away

i'd put my best estimate at 15 cubic meters
but you don't need to fill it with all soil. fill most of it with rubble/rubbish then wack it down and top it off with topsoil and turf.

i thnk you need to rehink your plumbing for the air. its fairly easy to balance two uplifts from one airpump, three or four gets a bit difficult any more as youve found is just stupid...... if i read it right you have 4 air pumps trying to run 14 uplifts . try plumbing it so each pump runs just two ...

hi, another thing to think of is which pumps are you going to use for moving the water around.
you have the ideal chance to use some of the low wattage pumps available. a good choice of pump now could save you a fortune later.
